The Building

Based on a 1200 square meter footprint and 93 meters tall Liberty Tower is home to approximately 700 residents in 233 apartments across 27 levels including 600 square meters of retail on the ground level. A lap swimming pool, spa, gymnasium and terrace is located on level 7 and accessible to both short & long term residents.

Commission for design was awarded by Melbourne City Council in 1998 and constructions was completed in 2002.

The Architects

Liberty Tower was the first by architectural firm “Elenberg Fraser”, founded in 1998 by Zahava Elenberg & Callum Fraser. At the time the two were still architecture students at RMIT University based in the Melbourne CBD less than 2km from the site. The innovative design and use of materials such as perforated aluminium was at the forefront in the late 90s and is still valid in the building design environment more than 20 years on.

The Elenberg Fraser firm has become a significant contributor to Melbourne Architecture since it’s conception in 1998 with Liberty Tower. A magnificent example Elenberg Fraser’s development is Premier Tower located at 134 Spencer Street, a mere 150 meters from the original Liberty Tower development.

Building Information

Liberty Tower is home to many, please respect our processes and follow our rules. Refer to Liberty Tower Building Rules. Below, you’ll find a snapshot of key building information.

If you are ever unsure, please refer to the building rules or just ask. Our Facebook Group and / or the Building Manager will generally be the best starting point.

Access Control / FOBs

Electronic access control restricts unauthorised access throughout the building to keep residents safe and our building secure. All residents require a fob to access their level via the elevators and other common areas such as the mailroom, gym and pool.

If you are a Lot Owner and require an update or new fob, please fill out the appropriate form linked below and send completed forms with supporting documentation to the Owner’s Corporation Manager by email (preferred) at reception@goughpartners.com.au or by post at PO Box 217, Ashburton VIC 3147.

Fees apply for new and replacement fobs, refer to the relevant form for additional information.

If you are a tenant, please contact your agent or landlord to complete the form on your behalf.

If you damage or lose your fob please notify the Building Manager so it can be removed from the database.

Balconies

There are a number of items that are not allowed to be constructed or stored on balconies without the written consent of the Body Corporate. For further details please refer to the Liberty Tower building rules.

Bicycles

Storage of bicycles is permitted in the car park providing the bicycle is registered with the Building Manager. An ID tag will be issued which needs to be displayed on the bicycle. Please email the Building to register a bicycle. A $100 administration fee is applicable which is refundable when allocation space is no longer required and the ID tag is returned.

Storage of bicycles must be in an allocated position on the purpose-built racks located in the north east corner of the building on levels 2.5, 3.5, 4.5, 5.5 and 6.5. Bicycles that have not been registered or are not in the allocated position and / or are stored in any other location may be removed and disposed of at the discretion of the Building Manager.

All bicycles must enter and exit the building from the Francis Street car park or Loading Dock entrances. Bicycles are not permitted to enter or exit the building through the Collins Street entrance.

If a resident needs to transport a bicycle in a lift, it is preferred to utilise the goods lift rather than the dedicated pedestrian lifts.

Car Park

Entry to the car park is via Francis Street and requires a security swipe / fob to open the security gate. All car spaces are private property of the individual lot owners and are maintained by the Owners Corporation.

Safety & Security

Speed limit in the car park is 8km, please be respectful of other residents and follow the limit.

Convex mirrors have been installed at all turning points to maximise visibility. Please turn on your headlights to improve visibility from other vehicles and pedestrians.

Guest Parking

Liberty Tower does not provide visitor or guest parking. Parking in any car space without the express permission of the lot owner or tenant is trespassing and a breach notice may be issued at the discretion of the Owners Corporation.

Unauthorised Parking

As all parking spaces are the private property of the respective lot owner, building management and the Owner’s Corporation have no authority to take specific action against unauthorised parking. During business hours, building management may be able to assist with identification of unauthorised vehicles via security footage and access control logs, but enforcement of each parking space remains the responsibility of the lot owner. The Owner’s Corporation recommends lot owners consider installing retractable bollards in their parking space to prevent unauthorised use.

Subletting Car Spaces

If a lot owner sub-lets their parking space to a non-resident of Liberty Tower, they must notify the Owners Corporation and Building Manager in writing. If this is not done, the Building Manager may evict any non-resident from the building if they are unable to prove that they have permission to park onsite.

Other

A parking space should not be used for any other purpose of parking a motor vehicle or motor cycle, or to be used for conducting any mechanical repairs, except of an emergency nature in the car park

No  flammable products are to be stored within the car park

No structures of any kind, including storage cupboards within the car park should be erected without the written consent of the Body Corporate.

Washing of motor vehicles or bicycles is not allowed in the car park

Common property areas

Our common property areas are spaces for all of us, therefore please ensure that they are not used in any way that unreasonably interferes or prevents use by others.

Please also be aware that the following are not allowed in any of the building’s common areas:

  • Smoking
  • Cycling, roller blading/skaing, skate boarding or playing ball games
  • Using the fire escape stairwells other than for an emergency
  • Placing of signage of any type

The moving of furniture or over-sized items should only be done in the goods lift and with prior consent from the building manager. Please refer to the ‘Move In/ Out section’ of Building Information for more details.

Deliveries

All deliveries are different as are the requirements of individual residents. The below should be taken as a guideline, any specific variations are to be discussed with the Building Manager and / or Owner’s Corporation.

Fast Food Delivery

To be collected by residents at the ground floor main entrance. Ideally, delivery drivers will not enter our building and use our elevators.

(This restriction is temporary while COVID guidelines are in place.)

Supermarket Delivery

Deliveries are welcome through the ground floor main entrance or the loading dock provided the delivery driver is wearing a face mask.

All Other Deliveries

All other deliveries of items that cannot be carried safely by one person, or that require a trolley (e.g. furniture), must be pre-arranged with the Building Manager and utilise the Loading Dock and Goods Lift. Please email or phone the Building Manager on 03 9620 9825 during the hours of 8am and 4pm, Monday to Friday, no less than 24 hours prior to the scheduled delivery.

Gymnasium & Swimming Pool

A Gymnasium and swimming pool is located in the North East corner of the building on Level Seven.
Swimming Pool
Currently closed for repair, Updates will be provided via the lift digital screens and the Liberty Tower Facebook Group.
Gymnasium
Open daily between 7am and 10pm for all residents of Liberty Tower. For access, make a request to the building manager who will grant access via your FOB.

Hard Rubbish

Ongoing collections are scheduled on the second Thursday of each month.

All items to be disposed of as hard rubbish can only be brought down to the Loading Dock and placed in the allocated (sign-posted) area the evening before between 6:00pm to 11:00pm.

No items are to be brought down any earlier than this allocated time frame to avoid obstructing the day to day use of the Loading Dock. If any items are left in the loading dock outside of these allocated times, the items will be removed at the lot owner expense.

Move In / Out

All moves and / or major furniture deliveries must be via the Loading Dock on the ground level. There is a dedicated goods lift and loading bay for delivery vehicles.

Bookings are essential, deliveries may be refused at the discretion of the Building Manager if a booking is not made.

Times and availability

Two time slots are available Monday to Friday, excluding public holidays, weekend moves are not permitted. The loading dock can be booked for a maximum of 3 hours per week (1 time slot) unless otherwise agreed.

Available time slots:

  • 9:00am – 12:00pm
  • 12:30pm – 3:30pm

Make a booking 

Requests are to be emailed directly to the Building Manager no less than 2 working days prior to the preferred date (we suggest at least one week prior as your preferred date might not be available).

The following is to be included with all booking requests before a booking can be confirmed.

  • Lot or Apartment number.
  • Preferred date
  • Preferred time slot, as above
  • Contact name
  • Contact phone number
  • Brief description of details, e.g., couch delivery or full apartment move in.

Email requests to bm@libertytower.com.au. Generally emails will be acknowledged within 1 hour, please check your junk email if it is longer. Booking requests received out of hours or on the weekend will be processed on the next business day.

The Building Manager can be contacted via phone during business hours 03 9620 9825.

On the day

Before anything begins, please make contact with the Building Manger who can be found at the office adjacent to the Mail Room on the ground floor or via phone.

Residents will be given an indemnity form for themselves and any removal personnel. Access will not be given until this form is complete.

Damage

Residents and/or removal personnel or delivery drivers are responsible for any damage caused to common property or other private lots. This includes but is not limited to floor coverings, walls and doors  in the corridors.

Any costs for repairs will be charged back to the Lot Owner via the Owners Corporation, unless otherwise agreed.

The Building Manager will ensure protection is installed within the goods lift at the time of your booking. If any additional protection is required to facilitate movement of large furniture it is the responsibility of the resident.

Conditions

  • The Building Manager will not accept delivery of any goods.
  • The Building Manager or any other Liberty Tower contractors are not permitted to physically assist with the moving of goods in the building.
  • Disposal of excess packing materials are to be coordinated through the Building Manager.
  • Deliveries or move in / out are not permitted via the Collins Street entrance on the ground floor or via the car park.
  • Only the designated goods lift is to be used to transport goods / furniture, etc. The pedestrian lifts are for that intended purpose only. In the case that the goods lift is “out of service”, residents must follow the instructions provided by the Building Manager.
  • Delivery vehicles can not exceed 9 meters in length and must not block the footpath while goods are loaded in or out.
  • New residents need to make connections for power, water, internet and insurance – refer to service providers.

Noise Restrictions

Restrictions within Liberty Tower as outlined by the EPA and City of Melbourne.

Noise should not be audible outside any lot between the following hours.

  • Weekdays, 10:00pm – 7:00am
  • Weekends & Public Holidays, 11:00pm – 9:00am

Power Outages

For any power outages in any part of the building including individual lots, please notify CitiPower directly and immediately on: 13 12 80 (Interpreter 13 14 50)

It is also best practice to keep building management informed via email or phone.

Recycling & Waste

Waste disposal for the entire building per the “Waste Management Plan” as agreed with the City of Melbourne. Any questions should be directed to the Building Manager.

General Waste

The location to dispose of general waste varies per level as follows.

Ground Level (commercial)

All waste is to be disposed of in the area designated for commercial waste within the Loading Dock. Access the Loading Dock via the Francis Street roller door. Contact the Building Manager for an access code. Waste must not be taken through the ground floor foyer.

Level 1-6 – SoHo Suites

General waste bins for each apartment are available in the car park. These are private bins allocated to each apartment as they do not have access to the bin chute. These bins must not be used by other residents without the express permission from the relevant Lot Owner.

The car park does not have any shared bins to dispose of waste, all waste needs is to be taken to the Loading Dock or bin chute on levels 7-27.

Level 7-27

A bin chute is accessible in the corridor adjacent to the goods lift on each level.

The bin chute is only to be used for general waste contained in a tied up bag. Large general waste is to be taken to the Loading Dock and placed in the large green residential general waste bins.

The following items must not be disposed of in the bin chute as they may cause damage or a blockage.

  • Cardboard (either boxes or flat-packed)
  • Glass
  • Pizza Boxes
  • Clothing
  • Household linens and manchester
  • Bubble wrap
  • Move in/out rubbish
  • Styrofoam

Any costs associated with repairs will be charged back to the relevant lot owner.

Recycling 

The location to dispose of recycling for the entire building is the Loading Dock. There are designated bins for residents and the ground floor lots. Please follow the signage and ask the Building Manager if you are unsure.

Recycling waste must not be disposed of in the bin chute on level 7 – 27.

All recycling belongs in the bins with Yellow lids. This includes glass, plastics, paper, cardboard, foam and any other items per the signage above the bins. Item must be removed from plastic bags before they are placed in the recycle bins, Plastic bags can be placed in the general waste bins (green lids).

Melbourne City Council may refuse to collect recycling if it is in plastic bags. In this instance the bin will be emptied as general waste and the cost for the collection will be charged to the relevant Lot Owner through the Owner’s Corporation.

E-Waste

A dedicated bin is available in the Loading Dock to dispose of consumer electronics. Please refer to the signage for exactly what it can be used for.

Security

For all emergencies requiring police, fire or ambulance – always call: 000

Onsite security will be scheduled throughout the year for busy weekends and in consideration of major events and public holidays.

Offsite / call out security is available 24 hours per the below. During business hours, try the building manager first.

For non-emergency security requirements please call 03 9620 9825 anytime.

Any security callouts that are in direct breach of the Owners Corporation (OC) building rules will be charged back to those responsible for the callout. This includes pranks or vexatious behaviour.

Services & Connections

Long term residents & owner occupiers are required to establish service contracts with providers for the following, Investor/tenant accountability varies on individual agreements:

  • Electricity, provider of choice. City Power is the wholesaler.
  • Phone / Internet, provider of choice. NBN is available in addition to TPG Fibre to the Building (FTTB).
  • Water, City West Water.
  • Contents Insurance, provider of choice. This needs to include floor coverings, wall / ceiling linings, plumbing fixtures, light fittings and damage to other apartments.
  • Maintenance of HVAC equipment within individual apartments.

The Owners Corporation is accountable for the following unless otherwise agreed:

  • Gas supply to the full building including individual apartments.
  • Building insurance for all common areas and major structure.
  • Maintenance and cleaning of all common areas.
  • Maintenance of shared HVAC equipment.
  • Electricity to common areas
  • Maintenance of essential services and reporting.

Tradespeople & Contractors

All tradespeople & contractors must sign in on arrival every time they are working at Liberty Tower. The sign in/out book is located outside the front of the Building Manager’s office on the ground level.

Tradespeople and contractors are only permitted onsite between the hours of 8am and 6pm weekdays, except in the case of emergency repairs, or unless prior approval is given by the Owner’s Committee.

Additionally, and in line with current Government guidelines, all tradespeople and contractors entering Liberty Tower must show proof of being fully vaccinated for COVID-19 to the Building Manager as well as signing-in. Please ensure any contractors or tradespeople follow these requirements by calling the Building Manager on 9620 9825 between 8am – 4pm to organise proof of vaccination and to sign-in. Failure to do so will result in the contractor being asked to leave the building.

Access to services outside of individual apartments or lots must be coordinated through the Building Manager. Any work on common property or equipment must be arranged with the building’s Facilities Manager in advance. Contact Centric Facilities Management on 03 9666 3344 or online via the portal to make these arrangements. Depending on the nature of the work, Owner’s Committee approval may be required prior to the work commencing.

Construction waste is not to be disposed of in the shared waste bins in the Loading Dock.

Noise restrictions apply to all construction, refer to noise restrictions.
